There’s not much information about the history of Cycles Hoel of Paris.
The style of this racer suggests 1920s manufacture. The rear brake is not very efficient, but this is how the French originally set up their bicycles, so I’ve left it as it is to preserve its authenticity.

According to the 1929 newspaper article above, the name of the ‘constructer’ at Cycles Hoel was Robert Israel.
