I don’t know much about this Premier: the design is essentially a ladies model with additional bracing above the bottom bracket and a removable top tube to make it a ‘convertible’ model for either a lady or gentleman to ride. Perhaps the company experimented with it before introducing their Model F Gentlemen’s model with a diamond frame?

It’s most astounding feature is the Hillman Herbert Cooper steering head transfer (decal). The company was renamed Premier Cycle Co in 1891.

It has two numbers stamped on it: #57375 at the top of the offside (right) front fork; and #671 on the bottom of the steering head. Comparing it to my 1886/87 Premier (#37405) and 1891 Premier (#67818), #57375 would be the bicycle’s serial number. Perhaps #671 means the steering head was a leftover component from the company’s earlier production of cross-frames?

The marque specialist confirms that it is an 1890 model but, unfortunately, he does not have a copy of the 1890 catalogue, and it does not appear in either the 1889 or 1891 catalogues.
